The team are aware that some players, when using the Keyboard and Mouse control scheme on PC, can receive a noticeable drop in frame rate / lag / stutter when moving the mouse especially after alt + tabbing away from the game. While the team are investigating the cause, if you have 'DisplayFusion' multi-monitor software installed, please try disabling the different 'application hooks' options from the Compatibility tab within the software where you should see improvement in performance.
